/signed but only semi account based.
A better idea for Miniatures and weapons would be to automatically add them when you have them on your character, and remove them when you do not. And have a storage for specifically these items.
For example.
Empty account, empty HoM. You create a Nightfall character and /bonus as soon as you get in. You open the present and get the Mini Varesh. It is automatically added to your HoM. Later on, when you have enough to not show every one, you can go to your HoM and organize them.
Now, the second you trade/delete/drop your minipet, it is removed from your HoM.
This could work the same way with weapons.
Now, what should NOT be account based, are most titles. Titles which can be achieved on every character, such as GMC, should be character based, while titles such as survivor and defender of Ascalon should be account based, as not every character can receive them.
So, to go down the list:
Miniatures: Account based with new system.
Weapons: Account based with new system.
Titles: Mostly character based, with exceptions.
Armor: Character based.
Hero's: Character based.

Bump, becuase this is the one thread I feel needs to go on the community report.
There should be a place for PVE titles.
You should be able to show green and gold rare skinned weapons.
You should be able to show level 20 heroes without armor upgrades.
You should see your armor when you put it in.
You should be able to show armor of which you don't have a complete set (for those 'combo' people).
It should be account based.
Simple. Six things they must fix.
If GW is about casual playing then why make a monument to grinding?

After the shocking customization of my 4 high end mini pets I went directly to ANET asking them to remove the customization. As I stated previously they said no. This is my last correspondance to them. The one prior to this included a link to THIS petition. I am pleased to say I believe the GW community is being HEARD! But here is my last correspondance with them:
I would like to clarify something/ask a question too. This is exactly what the Devotion monument says when you go to customize a pet. I customized a Mini Pig this evening intentionally so I could clarify this. This is what the second prompt says:
"Miniature Pig will forever be marked as yours. No one else will ever be able to use this miniature. Are you sure you wish to proceed?"
Option 1
"Display Miniature Pig customizing it to you forever."
Option 2
"Think it over some more."
(btw there are not "several "are you sure?" style decision points" as GM ***** suggests, just one and it isn't very clear)
It says display mini pig customizing it to YOU forever. It does not say customizing to this CHARACTER for ever.
Customizing it to me makes me think my entire account.
It's mine to use and no one else can have it.
Also -- When obtaining quests in your quest log you use different colored text to alert you of certain criteria with the quest. For instance, if I needed a particular hero to accompany me on said quest it would show up GREEN. If the quest I was doing was a [Solo] quest it shows up RED warning me I am about to do a quest by myself. If a quest is very DIFFICULT it shows up RED [Master]. Why then would you not put something so permanent: "Display Miniature Pig customizing it to you forever." <--- IN RED text WARNING/ALERTING/ATTENTION so it could not be mistakenly missed?
Please note the link that I submitted previously is growing enormous very quickly and the original poster put a link on his message that stems to a Gaile Gray thread which also is ENORMOUS full of /signed fans saying please change it.
And that's what I have to say,
Thank you for your time,
Kristy
I am quite disappointed to report that with out further reply they closed the ticket and that is that. What does this mean exactly? Do they not care? They have had not much to say about anything as others have said. And here they just ignore me. Ah well. ANET staff if you're reading this. I will NOT purchase GW:EN -or- GW2 unless you do something about my customized mini pets. End of story. That's about $200.00 US dollars you will not be receiving from me OR my husband.

Mini Pets should be customized to the account.
You should be able to see a doll with exactly the same armor as yours.

They better change it. We are not a herd of livestock they can feed and decide what do do for them. They work for us, not us for them.

/signed, but this is only a small part of the HoM problem
only full 15k sets? (wtf about ppl that mixed their sets?)
Only stupidly high pvp titles? (not all of us grind all day and night)
only heros with upgraded armor? (not all of us farm all day and night)
only GWEN weapons? so the req9 zodiac staff I blew a fortune on (a fortune to me since I dont farm) gets forgotten? What, is a req9 perfect zodiac weapon not rare?

We have made our own Hall of Monuments for our Guild on our forum, because we were all so disapointed with ANet's one.
Some serious changes need to be made.

If I am right about how transferrence to GW2 will work, count me as /unsigned.
My understanding is that there will be a 1-for-1 transfer of accomplishments from one GW1 character to one GW2 character. If that is the case, then making the HoM account-based just confuses the whole issue.
Think of it this way. If you're the type of player who plays a single character to the max, the current system will reward you by giving you concentrated accomplishments that you can leave to your primary GW2 character.
On the other hand, if you're the type of player who likes to play a lot of characters, you might have the same total number of accomplishments but spread across many characters. This will allow each of your many GW2 characters to benefit - they will each get something.
I think that is fair to both player types.
The account-based system seems to be trying to have many characters get all benefits from everything each character did. That strikes me as a bit undeserved - and quite unfair to the player who has concentrated on a single character.
I personally spread my play time across 10 players, so while I would really benefit from what this thread seems to suggest, I still think it's not a good idea. If this is implemented, I predict the single-character players will come out of the woodwork and scream bloody murder -- and rightfully so.
As far as mini-pets being account-based, Gaile has repeatedly stated she agrees and has taken that suggestion back to the developers many days ago. No harm in continuing to agitate for it, but the message has already been communicated.

Hmm here a thought, perhaps its been mentioned here or not. But check this out. All of your accomplishment are in one HoM. Each time your other toon visits HoM it will able to see other char accomplishments. Weapons and miniatures are customized character and can be used by any characters in your account. Correct me if am wrong it does not add +20% dmg to the weapons, does it? And every other accomplishment, weapon and title has a name of your character. As far as armor i would like to see mixed armor sets. Heroes i really dont care about them that much cause i don't see them as an accomplishment.

I play more than one character. I realize that some people may play only one character... but making things account-based doesn't harm them at all unless they want to keep the people with more than one character down.
Making this character based is adding a lot more grind. Guild Wars is supposed to avoid grinding as much as possible.

I do not think most people are paying attention to the nature of the Hall of Monuments. Everything I have read gives me the impression that it is strictly and only for GW 1 based materials. That these materials only account to points to be expressed in GW 2, but nothing in the HoM will transfer directly to the next game. Instead, I perceive it to increas the options or bonus potential of starting characters in the next game. Perhaps, I read them wrong. As such, the many requests for specific representation of personal armor choice, mini-pet to account, etc. may directly interfere with the system they have proposed to transfer credit in the five areas to GW 2 without transfering specific GW 1 content which will not fit the new engine.
